Section Head, National Payments System Operations

Applications are invited from suitably qualified Lesotho nationals to fill the position of Section Head - Operations in the National Payments System (NPS) Division:- 

The purpose of this job is to operate Central Bank of Lesotho operated payment systems in accordance with operations policies and procedures in order to maintain reliable, efficient and secure systems. 

DUTIES

Reporting directly to Head NPS, the incumbent will be responsible for the following duties, amongst others:- 

-     Develop and review operations, policies, procedures and rules documentation, system configuration and configuration manuals;

-     Develop and review comprehensive and systematic back up procedures and business continuity plans;

-     Operate the payment systems in accordance with operations manuals, back up and recovery procedures mandates;

-     Administer participation in the systems including certification and registration;

-     Monitor participants operations in the systems;

-     Ensure compliance with Disaster Recovery Plans (DRP) and Back up Recovery Plans  (BRP);

-    Prepare and generate statistical and non-statistical periodic and ad hoc reports on performance of payment systems;

-     Administer the SWIFT and archive SWIFT data and systems data

-     Provide help desk services in the support of the system;

-     Maintain liaison with payment system participants on operations and system supplies (vendors) for ongoing maintenance, updates and upgrades;

-    Monitor market operations and liquidity positions.  

Qualifications and Experience 

Applicants must have a first degree in any one of the following areas of study: BBA or BA Accounting or B comm. Banking or Registered Accountant or equivalent qualification plus five years experience working in a financial institution.

-   Experience at supervisory or managerial level, in banking operations in a computerised environment, and experience in finance will be an added advantage.

-   In - depth knowledge and understanding of payment systems operations is important.

-   Computer literacy is a must
