The Board of
Directors of the Central Bank of Lesotho appointed
Mrs. ‘Manneko Mary Monyau as the Director of the
Research Department, with effect from 1st January,
2006. The Research Department is the technical arm
of the Bank. It is charged with the responsibility
of collection, compilation and analysis of
macroeconomic data. This information enables the
Bank to carry out its primary mandate of maintaining
price stability and to advise the government as
stipulated in section 41 of the Central Bank of
Lesotho Act No. 2 of 2000.
Mrs. Monyau began her
career as Assistant Economic Planner in the Ministry
of Economic Planning – Government of Lesotho in
1992. She joined the Central Bank of Lesotho as an
Economist in 1995, and was promoted to the position
of Senior Economist in 2000. During this
incumbency, up to 2003, she also acted as Head of
the Domestic Economy Division, which then comprised
Real Sector, Money and Banking, and Balance of
Payments Sections. She was promoted to the position
of Principal Economist – Real Sector Division in
2003, thereby becoming the key technical person
within the Division, involved in the compilation and
analysis of real sector economic data. In January
2004, up to December 2005, she was seconded, for a
two-year period, to the Macroeconomic and Financial
Management Institute of Eastern and Southern Africa
(MEFMI), based in Harare, Zimbabwe, as Programme
Officer – Macroeconomic Management Programme.
Mrs. Monyau has a
wealth of experience gained from her service in the
Bank, as an important functionary in the Research
Department. She has played a number of varying
roles of importance for the Bank, especially as
regards the Bank’s mandate to advise Government on
monetary and financial stability. To this end she
has participated in a number of committees, inter
alia, TWG, Poverty Reduction Strategy Paper (PRSP)
for Lesotho, Minimum Wages Advisory Board, Gold
Crises Committee, SADC Macroeconomic Sub-committee,
Lesotho Economic Statistics Committee. An active
participant in key economic analysis and economic
policy formulation, she has written various papers
with a bearing on economic policy. She has also
attended locally-held and international courses and
seminars on macroeconomic policy management,
participating in some as a resource person.
Born September 28th,
1969, she earned her Bachelor of Arts – Economics
and Administration degree, and her Master’s Degree
in Economics, both cum laude, from the National
University of Lesotho. Her distinguished scholarly
performance has been characterised by a series of
awards, received throughout her time as a young high
school student, and culminating in the South African
High Commission Award for best performance in her
Master’s degree. She has also attended a number of
courses pertinent to the fields of economics and
finance, in a number of reputable institutions and
business schools, such as the World Bank Institute
at the Joint Africa Institute, the Harvard Institute
for International Development, the IMF Institute,
University of Stellenbosh, the Atlanta Management
Institute, as well as MEFMI.
