The Maseru
Licencing Board, under the Ministry of Trade,
Industry, Cooperatives & Marketing, has issued a
company in the name of Transunion Lesotho (PTY)
Ltd., a licence to operate a credit bureau in
Lesotho.
Meanwhile, the stakeholders in the establishment of
a credit bureau have engaged Gemini Professional
Services to conduct a Public Education Campaign on
the same. The purpose of the campaign is to inform
the public about the nature of a credit bureau, the
benefits of having one, and to dispel negative
perceptions that the public may have regarding it.
The public is being sensitised about their rights,
and the obligations of a credit bureau.
The
establishment of a credit bureau is a result of the
policy decision taken by the Central Bank of Lesotho
to address the problem of non-repayment of loans.
The Bank is empowered by the Central Bank of Lesotho
Act. No.2 of 2000 to create a credit bureau or a
similar database in respect of credit information
from the Lesotho Banking Industry.
This is
against the background that over the years, Lesotho
has experienced a problem of inadequate financial
intermediation or lending by banks. This problem of
inadequate credit delivery is, in turn, a result of
a number of institutional, legal, structural, and
policy weaknesses within the economy of the country.
One of these weaknesses is the high default rate or
a high incidence of the culture of non-repayment of
loans by borrowers.
