JOB OPPORTUNITIES  -  Director of Information & Communications Technology

Applications are invited from suitably qualified Lesotho Nationals to fill the position of Director of Information & Communications Technology at the Central Bank of Lesotho.  This is a senior management position to head the Department of ICT. The incumbent will be directly responsible to the Governor or Deputy Governor responsible for ICT matters.

The successful candidate shall be appointed on a five-year contract period.

DUTIES AND RESPONSIBILITIES

1.      Develop/review/update numerous ICT policies (and procedures thereto) including but not limited to: business continuity and disaster recovery policy; information security policy; system development and documentation policy; change management policy; service level agreements, access rights policy; policy on post-implementation reviews, policy on programmer access to live environment; 

2.       Identify and implement best ICT practices and standards adopted both regionally and internally to ensure efficient and effective utilization of ICT resources in the Bank;

3.      Implement and enforce Bank-wide adherence to the above policies, practices and standards and induce a cultural change necessary for the continuous adherence to them;

4.      Coordinate, supervise and generally ensure the successful acquisition, implementation and maintenance of business solutions in the Bank, with special focus on the following key business solutions: Enterprise Resource Platform (ERP); Real Time Gross Settlement System (RTGS); and Bank Supervision Application (BSA);

5.      Ensure the Bank’s ICT infrastructure is adequate and well maintained to ensure continued operation of business processes that depend on it;

6.       Manage supplier contracts that the Bank enters into in respect of ICT services and equipment with a view to ensuring that the interests of the Bank are protected;

7.      Derive and implement an ICT strategic plan, taking into consideration the Bank’s own strategic plan and the Enterprise Architectural Planning (EAP) exercise the Bank undertook with a view to developing a Master Information Systems Plan (MISP);

8.      Provide intellectual leadership to a team of ICT professionals;

9.      Develop and implement short-term as well as long-term training plans and carrier path for staff in the ICT Department;

10.  Serve as the department’s liaison with regional and international organizations/ societies/ institutions, such as SADC’s ICT Director’s forum, ensuring the Bank’s adherence to regional efforts;

11.  Coordinate the activities of the Bank’s ICT Committee to ensure that ICT is used as a strategic partner for the attainment of the Bank’s goals and objectives;

12.   Provide day-to-day management, guidance and supervision of the Department.

Qualifications and Experience:

-          A University Masters degree in IT, Informatics or IS, or any other IT specialty.

-          A minimum of ten years relevant experience, five of which are at senior managerial position.

-          The incumbent must have knowledge or exposure to at least the following: systems development practices, standards and processes, networks and IT communication protocols, IT security, project management, policy formulation, business continuity management.

-          The incumbent must be someone who can work and communicate well with others, have ability to work under pressure, have good planning and organisational skills.
