1.  DIRECTOR OF RESEARCH

Applications are invited from suitably qualified Lesotho Nationals to fill the position of Director of Research at the Central Bank of Lesotho.

The Director of Research Department will report to the Deputy Governor responsible for Monetary Stability.  The main duties and responsibilities are as follows:

DUTIES AND RESPONSIBILITIES

·         The Director of Research is responsible for day-to-day management of the Department, co-ordinate and closely supervise activities to ensure efficient performance of the duties of the Department.

·         Provides administrative and technical expertise to staff in the Department including specifically to ensure that the statistics data compiled by the Bank is accurate, and meets the needs of the Bank;

·         Develops data compilation methodologies, develop compilation manuals and ensure that Departmental staff compile data in accordance with these manuals;

·         Ensures that data compilation methodologies and manuals are regularly reviewed and are updated from time to time as circumstances necessitate;

·         Ensures that the Bank’s publications are produced timely, and meet the needs of the Bank;

·         Participates and make meaningful contributions in Committees set up by the Bank in terms of its Bye-laws;

·         Performs any other duties that may reasonably be assigned from time to time, which duties shall be within the scope of the operations of the Department of Research.

JOB SPECIFICATION

·         MA/MSc Economics – plus ten years experience, five of which should be at senior management position.

·         Candidate with PHD in economics would be the most preferred.  Candidate must have five years experience at senior management position.

·         Very good interpersonal skills.

·         Ability to work under pressure and preparedness to work beyond normal hours.

2.  ECONOMIST (2)

The incumbent will carryout the following duties and responsibilities:

·         Collection, compilation and analysis of macroeconomic statistics for the domestic economy.

·         Collection, compilation and analysis of data on International Economic Developments.

·         Contribution to the quarterly Review and Annual Report.

·         Contribution to the Monthly Economic Review.

·         Contribution to economic research on issues related to the Section.

·         Participation in the Research and Publications Committee (RPC).

·         Preparation of Annual Work Programme for the Section.

·         Preparation of Annual Budget for the Section.

·         Preparation of the Quarterly Progress Reports for the Section.

·         Attend seminars/workshops/meetings (internally and externally).

Requirements/Qualifications

·         BA Economics/Statistics

·         Sound quantitative skills would be an added advantage.

3.  END-USER SUPPORT & OPERATIONS ADMINISTRATOR

Responsibility: The incumbent will be in charge of provision of ICT support and training to users in order to ensure smooth operation of the Bank’s computer equipment and information systems running on them.

Directly reporting to the Senior Administrator – End-User Support and Operations, the incumbent will perform the following duties and responsibilities:

·         To assist in the drafting/review of policies/procedures and undertake to implement these in order to ensure that the Bank operates within defined and agreed standards.

·         To carry out user support function on the network, as logged by help desk to ensure user calls are attended timely.

·         To maintain software and hardware licenses and contracts, to ensure that software and hardware used by the Bank are legitimate and are operated within legitimate contractual agreements.

·         To maintain system configurations, so as to ensure proper functioning of supported systems.

·         To oversee repair or arrangement for hardware repairs, to enable clients with functional hardware.

·         To assist in developing standards for software or hardware procurements, to ensure that hardware and software meet business standards.

·         To perform ICT procurements, so as to ensure that there are sufficient resources to enable business.

·         To supervise operation/management of the ICT help desk/call centre to enable smooth operation of help desk and good relations with clients.

·         To manage core banking systems/applications, to enable their smooth operation and production of periodic financial statements where necessary.

·         To provide appropriate training to all user categories to enhance their computer skills.

·         To arrange awareness sessions and briefing seminars on new ICT developments and emerging technologies, so as to keep abreast of latest developments.

·         To supervise keeping record of equipment in IT custody in order to maintain a good order of equipment in IT custody.

·         To open and close accounts and Update interest rates on the retail banking system, as to keep accounts up-to-date.

·         To conduct user satisfaction surveys, to enable good customer service.

Qualifications:

·         Applicants must have a Junior Degree in ICT or Computer Science plus 3 years experience in supporting ICT systems.

·         Additional certification in help-desk management, customer relationship management and service level agreements will be an added advantage.

4.  BUSINESS SOLUTIONS DEVELOPER (2) 

Directly reporting to Senior Business Solutions Developer, the incumbent will perform the following duties and responsibilities:

·         Business solutions design, development and implementation.

·         Ongoing Business Area requirements analysis.

·         Maintenance and review of current systems.

·         Define, design and implement significant integrated data architectures.

·         Development and maintenance systems development standards.

·         Ongoing technical support for installed systems.

Qualifications:

·         Applicants must have a junior degree in BSc Computer Science or equivalent.

5.  SUPPORT TECHNICIAN (Networking)

Responsibility: The incumbent will be in charge of monitoring and maintenance of network systems as well as providing Information and Communication Technology support to users. 

Directly reporting to Network, Infrastructure and Security Administrator, the incumbent will perform the following duties and responsibilities:

·         Carry out periodic Windows/network backups as dictated by relevant policies so as to enable recovery from failures.

·         Undertake daily reviews and archiving of backup and systems’ logs in order to facilitate historic data retrieval.

·         Attend and resolve calls assigned through the help-desk system.        

·         Undertake monitoring and maintenance of the network and security systems so as to ensure high availability. These systems include but are not limited to antivirus and operating systems running on the network.

·         Produce regular reports from various network systems to facilitate monitoring thereof.       

·          Assist in the assessment and review of ICT policies governing the use of network infrastructure and other business systems.

·         Carry out acquisition and deployment of new hardware or software and upgrades, to enable effective and efficient execution of business functions.

·         Arrange for hardware repairs in order to enable clients with functional hardware.

·         Act as a backup person to other Support Technicians.

Requirements:

·         Applicants must have a Junior College Diploma in IT or Computer Science or a Junior College Certificate in ICT plus 3 years experience in IT. The mentioned qualifications must have a strong networking component.

·         Microsoft Certified Professional (MCP) or N+ or CCNA Certifications will be an added advantage.
