JOB OPPORTUNITIES 

Applications are invited from suitably qualified Lesotho Nationals to fill the following positions at the Central Bank of Lesotho. 

1.   SENIOR MANAGER - PERSONNEL ADMINISTRATION

Reporting directly to Head Human Resources the incumbent will perform the following duties:-

-          Manage and supervise the day-to-day work of Professionals, Sub-Professionals, and Clerical staff performing a variety of human resources functions such as staff compensation and benefits, labour relations, HRIS, compliance to rules and regulations;

-         Develop and/or revise the Bank’s HR Policies and Procedures, as well as staff Rules and Regulations in accordance with international best practices;

-          Advise on pay and other remunerations issues including annual salary reviews, promotions and salary surveys benefits;

-          Liaise with Staff Association Committee on staff welfare issues;

-          Interpret and provide advice on Staff Rules and Regulations, Labour Code and related status;

-          Monitor and ensure, in liaison with Line Managers proper implementation of HR Policies and Procedures;

-          Process staff loans applications and check to ensure their compliance with relevant policies and procedures;

-          Prepare management papers on staff matters requiring Executive Committee’s consideration and approval;

-          Administer performance management systems and counsels staff on the use of the staff appraisal instrument;

-          Supervise and ensure proper personnel records keeping;

-          Coordinate and prepare relevant documentation on disciplinary matters and hearings.

Qualifications

The incumbent must possess BA in Human Resources Management/Industrial Psychology, or equivalent qualification.

Experience

Five (5) years experience in Human Resources Administration that includes two (2) years experience in supervising junior staff performing HR duties.

 

2.   Messenger

Reporting directly to Registry Supervisor the incumbent will perform the following duties:

-          Collect and deliver mail to and from office to office inside the Bank

-          Collect and deliver mail and documents to and from the post office

-          Register mail and documents daily, keep and maintain related registers

-          Deliver documents to members of the Board as directed

-          Make transport arrangements for collection and deliveries as necessary

-          Photocopy and bind official documents

-          Collect and deliver documents within and outside the Bank.

 

Qualifications

COSC or GCE with a pass in English language or literature.  In addition, the incumbent must be energetic, trustworthy, have sober habits and ability to work with many people.  A valid driver’s licence and computer literacy will be an added advantage.

3.         SECRETARY TO THE DIRECTOR OF CORPORATE AFFAIRS

Reporting directly to the Director of Corporate Affairs, the incumbent will provide a wide range of administrative support services to the Department of Corporate Affairs and will perform the following duties:-

-         Provide secretarial services during Departmental meetings and make all necessary arrangements including booking of venues, arranging of refreshments, and distribution of documentation.

-          Type documents, make photocopies and distribute documents to the department staff as necessary.

-          Receive and send faxes, telephone messages and notices to the user community.

-          Make travel arrangements for Corporate Affairs staff including visa applications and any other related requirements as necessary

-          Keep and maintain the Director’s office files.

-          Keep the Director’s diary and manage appointments and visitors.

-          Coordinate Corporate Affairs staff leaves in liaison with the HR Division.

-          Assist with the monitoring of the Director’s office budget performance, follow up on invoice queries and reconciliation of variances liaising with the Corporate Affairs Division Heads.

-          Undertake of such other related administrative and secretarial duties as may be directed.

Qualifications and Requirements

-          A recognised Diploma/Certificate in secretarial studies and a proven track record of at least 2 years as secretary to senior management level.

-          A high degree of proficiency in the Microsoft Office Suite and related programs.

4.         ANALYST - INSURANCE SUPERVISION

Reporting directly to Section Head – Offsite surveillance in the Insurance Supervision Division, the incumbent will perform the following duties:

     -          Receive, review and analyse financial statements and other prudential reports submitted by            insurance companies and brokers as prescribed by the relevant legislation, regulations and              guidelines.

-          Provide regular financial analysis and compliance reports to the management of the Central Bank of Lesotho through the Financial Institutions Supervision Technical Committee.

-          On the basis of prudential benchmarks, vigilantly determine insurance companies that show signs of weakness and to recommend appropriate supervisory action in accordance with the relevant legislation and regulations for consideration by the management of the Central Bank of Lesotho through the Financial Institutions Supervision Technical Committee.

-          Evaluate financial and business aspects of applications for licenses, branching requests, mergers, acquisitions and changes in ownership of insurance companies.

-          Initiate special monitoring programme for weak insurance companies.  This involves keeping a close watch on the financial condition and compliance performance in accordance with the plan as well as holding regular meetings with the management of the company.

-          Co-ordinate closely with inspectors and to notify them of any potential problem insurance companies and to recommend special or full scope inspection where necessary in order to address concerns arising out of the surveillance system.

-          Co-ordinate with the Research Department and other Departments of the CBL in gathering data relevant for financial analysis and maintain a database of important information regarding the insurance industry.

Qualifications

Applicants must possess B Comm. Insurance or B Comm. Accounting preferably with experience in auditing.
