LESOTHO NATIONAL PAYMENT SYSTEM (LNPS) PROJECT WORKSHOP ON BUSINESS ANALYSIS, CONCEPTUAL DESIGN AND BUSINESS SPECIFICATIONS

The Central Bank of Lesotho has engaged the South African Bankers Services Company (BANKSERV) to prepare the Business Analysis, Conceptual Design and Business Specifications of the New Payment System in Lesotho. This is phase 3 of the payment system modernization project. The terms of reference for the consultants were;

• To produce a high level architecture of the current payment system
• To produce a high level architecture of the envisaged payment system – the conceptual design
• To identify strategies to be followed to achieve the desired payment system
• To break down the strategies into implement-able projects and
• To produce a business model of the new payment system

The objective of this assignment is to come up with a conceptual design of the envisaged payment system that will result in a safe, speedy, affordable, accessible and efficient funds transfer system. It is also intended to come up with strategies to be followed to achieve the desired payment system.

In order to kick-off the assignment, BANKSERV held a one-day workshop recently for all stakeholders of the LNPS– the Treasury Department, the Post Office, Lesotho Electricity Corporation, Lesotho Telecommunications Authority and Telecom Lesotho including the Lesotho banking system. The workshop discussed the project charter, which included determination of the project scope, meeting stakeholders and determining their roles and responsibilities under phase 3 of the project. The workshop also confirmed the project scope and expectations amongst stakeholders, proposed format of workshops, proposed methodology and logistics, as well as finalised the project plan, and clarified some issues and concerns.
