DR. MOEKETSI PIUS SENAOANA
GOVERNOR OF THE CENTRAL BANK OF LESOTHO
The Governor of the Central Bank of Lesotho, Dr. Moeketsi
Pius Senaoana, passed on in the late hours of
Saturday, 12th March 2011, at the Medi-Clinic
in Bloemfontein, South-Africa.
Dr. Senaoana was born on 16th April 1952 to ntate
Lebereko and ‘m’e ‘Mameshaele Senaoana, at ha Paki,
Mazenod, Lesotho. He was the second of five
children, and was also a twin brother of Moeketsane
Senaoana.
He began his primary education at Mazenod Primary School in
1964. In 1974, he obtained a Cambridge Overseas
Schools Certificate from ‘Mabathoana High School.
In 1975, he proceeded to the National University of
Lesotho (NUL) where he graduated with a Bachelor of
Arts degree in Economics. He immediately
thereafter, enrolled with the University College
Dublin (UCD), in Ireland, where he obtained a Master
of Arts degree in Economics, in 1982. He went on to
obtain a Ph.D in Economics at the University of
Birmingham, in the United Kingdom, in 1992.
Dr. Senaoana’s professional life began at the National
University of Lesotho where he started as a
Lecturer, and then Senior Lecturer; Head of
Department of Economics, and as Dean of the Faculty
of Social Sciences. He spent 13 years at the NUL,
teaching, and doing research and administrative
work. He taught numerous courses in economics,
including Macroeconomics at Post-graduate level.
He was appointed Minister of Finance and Development Planning
for the Kingdom of Lesotho in 1993, a position he
held until 1997. In his capacity as Minister of
Finance and Development Planning, he developed a
keen insight into the processes of regional
integration, particularly the SADC and SACU,
including negotiations around the revenue sharing
formula and its ongoing evolution into a regional
development organization. He was also closely
involved in the early developmental stages of the
Millennium Africa Plan (later NEPAD) and the African
Union.
In 1998, he joined the National Treasury of the Republic of
South-Africa, as an Economic Consultant on
Provincial Tax Devolution, which encapsulated issues
of the assessment of tax administration capacities,
systems, and policies. During the period 1999 to
2004, he worked as a Senior Finance and Investment
Policy Advisor at the SADC, based in Gaborone,
Botswana. His work included the designing of a SADC
Finance and Investment Principles Framework as a
precursor for the development of the SADC Protocol
on Finance and Investment.
Governor Senaoana joined the Central Bank of Lesotho on 1st
April 2006, as 1st Deputy Governor. In
this capacity, he also acted as Governor, following
the departure of the former incumbent. He was
elevated to the position of Governor of the Central
Bank of Lesotho in April 2007, a position he held
until his passing on.
In 1982, Dr. Senaoana was joined in holy matrimony with Ms.
Liponts’o Makoanyane, now ‘M’e ‘Maitumeleng Senaoana
and they were blessed with three children.
He is survived by his wife ‘Maitumeleng, two sons, Tumo,
Letlabika, and a daughter, Itumeleng.
He will be laid to rest at Mazenod, Lesotho on Saturday 26th
March 2011. The Funeral Service will commence at
9.00 a.m. at the Mazenod Roman Catholic Mission. A
Memorial Service in his honour will be held at the
Central Bank of Lesotho’s Lehakoe Centre on
Wednesday, 23rd March 2011 at 2.00 p.m.
