2.1.1
- Delivery of the bid response. The RFP requires
deposit in the tender box in reception. For overseas
bidders such as ourselves, Montran Corporation, are
we able to send our responses by courier direct to
you?
In
the event that the proponent is to utilise the
services of a courier, the courier package should be
directed to Mr Molapo and/or Mr Khaka.
They will then sign for receipt of same and remove
the courier packaging and deposit the envelope
marked in accordance with the RFP into the tender
box on the proponents behalf.
2.1.3
- The decision date is 5th September 2005 and the
contract to be signed by 8th September 2005. For
overseas bidders such as ourselves, Montran
Corporation, there is exceptionally little time for
the CBL to notify the successful bidder and for the
bidder to come to Lesotho to negotiate, agree and
sign the contract with the CBL within 3 days of the
decision being made. How does the CBL anticipate
this process being conducted, especially since 2.4.7
provides for negotiations on the terms and
conditions during this period?
The Bank is flexible with regards to adjusting the
timeframes with regards to the negotiations and
signing of the contract only. Naturally such
adjustments will be based on sound reasons proferred
by the proponent justifying the adjustment.
2.3.7
& 2.4.8 - the performance bond and payment holdback.
Does the CBL anticipate only determining these
during contract negotiations, or can the CBL provide
the figures now?
The Bank
anticipates that the performance Bond will be 5%,
with the payment holdback for each
milestone/deliverable at10%.
