Question 2: Platform

(a)    Is the proponent responsible for providing the infrastructure required to host and support the RTGS System?

 Yes! The supplier would be responsible for providing the technical platform and infrastructure required to host and support the RTGS system but the Central Bank of Lesotho reserves the right to choose whether to buy the items from the RTGS supplier or source them elsewhere.

(b)    Should the cost of the technical infrastructure be included in the pricing/cost schedule?

 Yes! The cost of technical infrastructure should be included in the pricing/cost schedule.  In fact, the Recommended Cost Presentation of the project is as follows: 

1.       Price excluding Technical  Infrastructure but inclusive of Configuration Costs

2.       Price including the comprehensive cost list of individual components making optimal infrastructure and deliver Technical Platform for the RTGS System inclusive of the Configuration Costs for:

(i)                   Primary Site

(ii)                 Disaster Recovery Site

(iii)                2(i) +2 (ii) 

Question 3: Platform Specification and Costing

Yes! The platform specification and costing should include the entire list of the individual components making up the Technical Platform for the RTGS.
