Lesotho is in the process of modernising its
payment and settlement system, and the
establishment of an Automated Clearing House (ACH)
has been identified as one of the main strategies
for payment system reform.
The purpose of the Balance of Payments Reporting
System is to provide information on the need and
the steps required to achieve the objective of a
comprehensive foreign exchange and crossborder
reporting system; to provide relevant, accurate
and timeous information in the context of the move
towards the abolition of controls on cross-border
transactions and payment flows.

of the old Export Finance Scheme with a view to
putting in place a new and improved one by the end

reviewing commonly used payment methods by
individuals and businesses with the intention of
introducing a modernised payment system.
The Central Bank of Lesotho is establishing a
credit bureau. The year 2004 is devoted to a
massive public education campaign to clear off any
negative perceptions about the service
The Government of Lesotho has established a
commercial court in an effort to expedite the
adjudication of commercial cases. The Central Bank
of Lesotho has facilitated the acceleration of the
establishment of this court. It is believed that
the delay in adjudicating commercial cases will be
avoided, and thus promote sound financial
intermediation.
